Issue of No Obligation to Return to India (NORI) Certification
The Ministry of Human Resources Development has launched a new portal http://nori.ac.in/ for inviting online application for NORI. All applicants are henceforth required to apply for Waiver (NORI) online.
"As per extant policy guidelines, NORI certificate will not be issued by the Ministry of Health & Family Welfare under any circumstances, except in cases where the age of an applicant is over sixty-five(65) years on the date of submission of application; and
Instructions (on non-issuance of NORI Certificate) apply to applicants possessing the medical qualifications included in Schedules I, II & III of Indian Medical Council (IMC) Act, 1956 available in public domain on the website of Medical Council of India (MCI) {www.mciindia.org}, as well as to applicants possessing the medical qualifications BDS, MDS and diploma after attaining BDS qualifications.”

Applying In Person:
NORI application is a three stage process. It is available only to J-1 visa holders. The Consulate only handles Stage I and Stage III. The applicants have to handle Stage II themselves.
Supporting Documents:
Carry originals of all the supporting documents to be presented to the Consular Officer (photocopies of which are to be attached with the application). In case you are not able to present the original documents at the counter bring notarized copy of documents attached to the application. Ensure that notarized copy is legible, otherwise Consulate may ask to see the original. However, the document (which is to be attested) should be presented in original.
Fee:
A non-refundable fee of $62 (sixty two) for Stage I and $ 27(twenty seven) for Stage III. If you want to receive the attested documents back through mail, send a traceable pre-paid return mailing envelope (USPS 'Express Mail' or FEDEX etc.)
Fees should be paid through Money order or Cashiers’ cheque drawn in favor of the ‘Consulate General of India, Chicago.’ Personal cheques, debit cards, credit cards or other banking instruments are not accepted.

How to Apply:
STAGE I
- Miscellaneous Services Form - Download the Miscellaneous Application form and complete the APPLICATION FORM.
- BIO DATA Form - Download and fill the BioData Form (4 sets notarized each)
- AFFIDAVIT Form - Download and fill the Affidavit Form (4 sets notarized each)
- Attach the following documents with the application form:
- Current Indian passport in original and photocopy of the first page and last page of the passports.
- Proof of your US Visa Status:(copy of any one of the following)
- Photocopy of the page containing visa on passport (H1B, H4 etc) and the copy of I-94
- Clear Photocopy of Green Card
- Employment Authorization Document (Work Permit)
- I-797, I-140 or I-20 (If approval copy of these notices are pending, also attach a handwritten note detailing the efforts being taken to regularize status)
- Proof of current US residence address: (copy of any one of the following):
- U.S Driving license.
- PG&E, Water or landline telephone bill displaying applicant’s address
- House Lease Agreement
- State Identification Card
- Note: Bank/credit card/mobile phone statements are not accepted as residence proof
- Submit all 4 original sets (full set includes one NORI form plus one affidavit)./ Notarization is required if not submitting in person
- Fee of $ 62 (sixty two)
In case the Consulate receives applications with incomplete documentation, the same will be returned unprocessed.
STAGE II
On receipt of attested forms from the Consulate General of India, send one original set(set includes one NORI form plus one affidavit) to each of the following:
1. The Regional Passport Office (where your passport was issued initially), in India.
2. The Home Department of State in India you belong to
3. The Department of Education, Ministry of Human Resource Development, External Scholarship Division, 2nd Floor , Wing -6, West Block- 1, R.K.Puram , Delhi - 110066 (Not applicable to Medical Doctors).
*Please note that it is applicant’s responsibility to obtain clearances from the offices in India. Consulate will not pursue this on their behalf.
STAGE III
On receipt of clearance from all three offices mentioned above, submitt the following documents:
-Miscellaneous Application Form
- Original Passport, Visa & Address proof or all notarized copy, if originals not accompanied copy of all the three clearances along with the CASE NUMBER ( For Details, Please visit www.travel.state.gov ) given by US Immigration authorities (www.uscis.gov ) to the Consulate General of India, Chicago, along with necessary fees $ 27/-.
The Consulate General will issue the waiver certificate and forward it to the Embassy of India in Washington DC for onward transmission to the US Immigration Authority who will notify the applicant directly regarding its acceptance. A copy of Consulate’s letter to the Embassy will be sent to the applicant.

- A non-refundable fee of $27 (twenty seven) for Stage III.
- If you want to receive the attested documents back through mail, send a traceable pre-paid return mailing envelope (USPS 'Express Mail' or FEDEX etc.)
Fees should be paid through Money order or Cashiers’ cheque drawn in favor of the ‘Consulate General of India, Chicago.’ Personal cheques, debit cards, credit cards or other banking instruments are not accepted. Cash can be paid if submitting in person.
