EMERGENCY TRAVEL DOCUMENT (EMERGENCY CERTIFICATE-EC)

 1   Before issuance of Emergency Certificate (EC) it is mandatory that Indian nationality of the applicant is   confirmed.

An Emergency Certificate (EC) is a one-way travel document which is issued in following situations:

(a) validity of Indian passport has expired and applicant has no valid/ legal visa status to live in USA.

(b) Applicant is under orders of deportation by US authorities and does not have travel document to go back to India. In such cases, request for grant of EC is forwarded through US ICE only.

(c) Passport of the applicant is lost/stolen/damaged/misplaced and not traceable and the applicant has no valid/ legal visa status in USA and must return to India.

Decision of Consular Officer will be final in connection with issuance of EC.

Documents Required: Applicant must submit following documents:

(i) Duly signed filled application with a passport size photograph affixed. Forms are available at the link:https://portal4.passportindia.gov.in/Online/index.html

(ii) Nationality Verification Form (pdf Form) with a passport size photograph affixed.

(iii) Original and photocopy of the Indian passport (iii) Photocopy of the passport if lost/stolen/misplaced/damaged etc.

(iv) Self attested copy of the residence proof (Driving License/Utility Bill/Lease Agreement/Mortgage Deed. In case the applicant doesn’t have any of these documents as proof of address, she/he may submit notarized copy of any of these documents of a person with whom they are staying and also a letter from that person stating the duration of the applicant’s stay

(v) Four recent passport size photographs, one each affixed on application and Nationality Verification Form and two enclosed with application.

(vi) Self attested copy of the police report in case of loss/stolen/misplaced passport. The police report must have name of the applicant and a reference of the loss of passport and should not be more than two-year-old from the date of application for EC.

 4  Fee: A fee of US$15.00(Fifteen Only) and an additional fee of US$2.00(Two Only) towards the Indian Community Welfare Fund (ICWF).  Fees can be paid in Money order/Cashiers’ cheque, drawn separately towards fee and ICWF, in favour of Consulate General of India, Chicago.

Processing Time:  Grant of EC is subject to confirmation of passport particulars and Indian nationality of the applicant. If those are confirmed at the level of Embassy, EC would be issued within Ten working days however, in case the passport particulars and Indian nationality are not confirmed at the level of Embassy, it would be referred to concerned authorities in India and EC would be issued only after confirmation/clearance from India.
